Chinese social media MonEval’s webinar features Li Zou, International Director of the Next Age Institute, on Child Development Accounts for All. 10am (Beijing time) September 25, 2019.   今年MonEval在公众号里分享了一些关于评估能力建设的看法,《东谈西说》是我们对评估能力建设的实践探索。希望通过这个基于网络的系列活动,开阔大家的专业视野,提高钻研的兴趣。我们会每期聚焦一个主题,请相关领域内的一位或几位嘉宾,就一个话题,跟大家一同交流。 讲座主题概览:什么是资产建设? 当我们说起反贫困和扶贫的主题,首先想到的可能是社会政策的设计和实施。而社会政策的制定,往往依赖于对研究者和政策制定者对社会问题的理解和探索。关于怎么样帮助贫困人口脱贫,20世纪,我们一直把家庭/个人收入当作衡量家庭/个人财富的重要指标,并以这一指标作为制定福利政策的依据。全球主要的社会福利政策就是每月提供部分金额来直接补贴符合标准的特定的个人/家庭的收入。然而,事实上我们发现,基于提高收入的政策并不能有效地改变贫困人口的生活窘境,穷人依然穷,穷人家的孩子也依然还是穷人。在这样的背景下,美国圣路易斯华盛顿大学社会工作学院的迈克尔谢若登教授在上个世纪90年代在他的著作《Assets and Poor》里提出,贫困人群也能够通过储蓄积累资产,相对于收入来说,资产与人的福利更为息息相关。除了著书立说以外,谢若登教授还建立了社会发展研究中心,通过推动资产建设相关的项目及政策,加上研究及项目评估,逐步将理论和实践结合,积攒了大量的科学经验。资产建设政策的核心概念就是我们需要通过建立系统的政策和机制,帮助处于困境的家庭和个人建立长期的资产增长的机会,包括不动产的购买、教育机会、健康状况等等方面。比如,为儿童建立教育储蓄账户,每个月存很小一部分钱,用于将来孩子的教育支出 。资产建设最著名也是最核心的一个项目就是IDA(Individual Development Account个人发展账户)。通过采用横向纵向评估,混合评估的方法,发现这个项目的激励机制帮助低收入人群更好地进行储蓄,并正向提高了他们的住房拥有率。我们这一次邀请到的嘉宾是邹莉女士,她可以说是资产建设政策元老级的专家,对资产建设政策项目的实施,推动,有着非常多的经验和深刻见解。相信这一次的讲座,无论你是对资产建设这个话题有兴趣,还是监测评估的学习者,都会有许多的收获。   嘉宾介绍 我们这次的讲座嘉宾—邹莉女士,是圣路易斯华盛顿大学工商管理和社会工作双硕士, 目前担任圣路易斯华盛顿大学社会发展中心的国际项目主任。邹莉女士目前主要做资产建设政策和儿童发展账户有关的研究项目。她中国大陆、香港、台湾、新加坡、印度尼西亚、南韩、阿塞拜疆等国家或地区的政府建立合作关系,她曾经主导了一个为期5年的YouthSave项目,这个项目在哥伦比亚、加纳、肯尼亚和尼泊尔同时开展。在这之前,她还曾经在世界银行任职,负责促进中国普惠金融的相关工作。 如何报名 请关注我们的公众号“MonEval”,直接在前台回复你的微信号(截屏)+你对讲座嘉宾的问题。我们的工作人员将把所有的报名的人拉到我们的公众号群里,讲座时间临近时公布收听方式。如果有任何问题,欢迎给我们发送邮件moneval@sina.cn 讲座适合人群 扶贫项目从业者/政策制定者:希望了解资产建设在反贫困方面是如何做的,项目实施和政策实施取得了怎样的成果和经验 监测评估从业者/研究者:希望了解如何开展大型政策研究或项目评估 学生,对资产建设有兴趣的读者:希望进一步认识资产建设的概念和理论
